Preheat oven to 400F, either grease muffin pans or line with paper cups of cooking. Using the small side of a grater, grate the peel oranges, removing just the bright orange and set aside. With a small knife, remove all other barks and, if necessary, cut oranges all around, so that the slices fall in the bottom of your muffin pans. Cut oranges into slices about 1/4-inch thick, identify all the seeds and put the slices aside. Put about 1 C. Tea honey in the bottom of each muffin cup, and place a slice of orange on top. Combine flour, oats, baking powder, salt and sugar in a large bowl and mix with a fork or a whisk to mix. Add the reserved orange zest, eggs, milk and melted butter, and blend until mixed. Spoon the dough on orange slices, fill each cup about 2 / 3 full. Bake for 15 to-20 minutes, or until a toothpick inserted in the center of a muffin comes out clean. Remove from oven and serve hot.
